The bay of Cartagena
In a fast growing town in a poor country, cleaning installations are not up to their task. It is a matter of priorities and money.
Nowhere in the Caribbean we have had that many barnacles as in Cartagena. An overdose of phosphates and other waste turns the water green. Still an amazing amount of fish jumps around. But nobody of the sailors is even thinking of eating fish here.

One of the more brutal things is a layer of diesel that covers the water as soon as the wind starts to blow from the west. The wind blows from the navy-area in the bay and the smell is really bad on a hot sunny day.

Obviously there is nothing to be done as it comes of one of the most powerful institutions in Colombia.
